If someone has a warrant out for their arrestt do the police look for them and go to their house, or do they wait unil their arrested for something else until they take the warrant into consideration?

It depends on what you did and where you are at. Here, generally the warrants only come up when you get stopped for a traffic violation. Every now and then, they do a warrant round up where they go to your last known address and see if you are there. It is usually on the local news because nothing else ever happens around here.
