Where does Scandinavia end and Lapland begin? Has it been delineated and demarcated or is it just arbitrary?

Finalnd has a province named Lapland, but the other countries just use the term to mean the North.

Lapland is in Scandinavia ... even though the Laps aren't exactly Scandinavians ... but then, niether are the Finns: both peoples came out of northern Asia (kind of like white mongols) as opposed to the Nordic origins of Swedes, Norwegians and Danes.
