Yes, I think statistics show that, every year in the US alone, thousands of people choke to death on food, fishbones etc and other objects that accidently get stuck in their throuts! If you mean: can a person strangle themself, that is a different question and I don't believe that is possible because you would pass out before dying. So, last resort is to hang yourself if you would accept that in the same category as choking.
