Not necessarily. That would be what we call a "grooming motion." It's usually an indication of either nervousness, or that the individual making it is in the presence of someone he feels is higher on the pecking order.

Sometimes a scratch is just a scratch. You'll have to look for more than just one clue, try picking up a body language book. Also, sometimes a "grooming motion" (brush clothes off, fixing hair) can be brought on by someone attractive. I guess its the back of your brain tryting to tell you that you need to look good for this person.
