I'm supposed to write a peer recommendation for my friend, who is applying to college. Should I write it as a letter or as an essay?

I'd have to recommend a letter. An essay seems to be less personal and more "edited". If I were an admission's officer, I'd want to here the honest opinion of the peer recommender, not a super-refined statement to the world about the friend.
