Would the "war on drug" money be better spent developing safer recreational drugs that would eliminate the cartels?

Yes. I think that the money should be used to better educate people with honest facts about drugs. Drugs should be legal. People are going to use them anyways, why not stop the cartels by making them ourselves? Then people would at least know what they were getting. The drugs would be made by qualified people and the prices would be dropped to reduce crime. Crimes like theft and physical abuse would have harsher consequences. The sneaky and rebellious side to drugs that are a big reason people like using them would be put to an end. I recommend checking out a movie called Drugs in America. It is a documentary about how our war on drugs is a failure, and how there are much better ways of handling the problem.
