What is a good way to keep neighbors from stealing water from outdoor water faucets? I have heard unscrewing the handles. Any other ways? I am not going to the police as they will not do anything anyway.

There's got to be some sort of lock valve that you can get that would fix that. Maybe something that would allow you to put a lock on it? I'm sure you could find something at Home Depot.

Most outside faucets have a turn off inside or under the house for winterization. Turning the water off here might be a good solution to your problem.

I've taken off the handles when little kids want to play with the water and they shouldn't. There were neighborhood kids. Never had the problem of neighbors stealing the water? How low down can they get? I'd have a talk with them, take off the handles and if they still managed to steal the water, call the police on them for theft and trespass. I can think of maybe a boobe trap or two, but that's could be dangerous for them and a lawsuit for you. Sorry. I have no other solutions.
