That depends. If one exercises and loses a moderate to considerable amount of weight as a result of exercising then the answer is yes. I know that when I lost a significant amount of weight, I went from a C cup to a B cup. Hope this answers the question.

Remember that breast tissue is mostly fat. If you're lowering your body fat ratio ( good thing to do), then the breasts will shrink too. However, if you're doing some upper body work that tones your chest muscles, the improved support will make what you've got look better than ever. It's a shame that we've been sold this image of a 22" waist and a 38D chest. It's rarely natural.

There is a combination of fat and breast tissue, so if you loose fat, you will most likely lose some size. But many women actually look larger “upstairs” because of the comparison to a smaller waist size. I recommend making sure you lift weights, focusing on strengthening your pectoral muscles (chest) and your back muscles too. (Focus on rowing exercises.) This will help prevent sagging. Not stop it, but help.
