Definitely, they have to allocate which bathroom they can use. Imagine those people are lazy. Nobody wants to clean the bathroom, and then somebody accidentaly makes a mess, spill something and forgets or doesn't want to clean up. the other person who uses the bathroom will get mad. and also who should buy the bathroom,-glass cleaner and stuff ? The other would say why should I buy them, if somebody else also uses the bathroom. I hope my answer is useful to you
