There is none. The hydrants are kept up by the city, which has sovereign immunity for such actions. In fact, I remember a contracts case from back in law school in which a person wanted to sue the water company for damage to their home for failure to provide adequate water for the hydrants (resulting in a house being burnt down). I do not remember all the specifics of the case, but the holding was that the water company could not be held liable for such consequential damages even though they were arguably forseeable.
