depends on the variety... but hazelnuts are usually very large trees and some peoduce as early as 4 or 5 years. if it is from a nursery, will usually bear the next year or so.

The hazelnut that grows wild in Minnesota is really just a large shrub. It blooms after 2-3 years. You know the nuts are ripe because the squirrels have taken them all. You have to be fast if you have squirrels. I was watching a very large grove of them in a park. I checked weekly and then they were all gone, the ground littered with chewed up shells.
