Was given a vespa. Needs to have a maintenance check and probably needs an oil tank replacement. Is this going to be worth it?

You need to evaluate if there is any major damage to the body and engine in terms of rust, and such. If I was you, I would take it to a Vespa specialist and pay them to do a complete diagnostic. It won't cost too much, and you would have peace of mine.
