Are rising costs of transportation possibly part of an overall plan to keep us in the house, or close to home, eliminating or at least alleviating the huge expense of maintaining Homeland Security agencies and much larger police contingents?

If that were true, then how would one explain the same costs increasing around the globe? Would other nations be part of the conspiracy as well?
