Apparently not, as they're made specifically for cleaning hardwood floors. They're for use by people who have asthma or allergies and can't tolerate dust being raised into the air by sweeping or vacuuming.

If you have asthma or allergies, cleaning floors with harsh chemicals can cause as many problems for your medical condition as those asthma and allergy triggers you are trying to remove. A product like the Bissell Steam Mop Bare Floor Steam Cleaner can clean your floors, removing dirt and grime as well as possible triggers of allergy and asthma symptoms — without using chemicals to perform the job. Evidence also suggests that steam cleaners can even kill dust mites, which are a common cause of asthma and allergy symptoms (although these would not be found in significant numbers on your hard floors).
