You have to fly instrument flight rules (IFR) into instrument meteorological conditions (IMC). Visual flight rules (VFR) are for weather conditions that are sufficiently clear that you can see what you are doing and where you are going. IFR training and certification is a must if you wish to fly yourself in varied weather conditions, in no small part because continued VFR flight into IMC is one of the leading causes of general aviation accidents.
