There are many items that it is illegal to send, such as illegal drugs. If you send an item you should clearly mark what that item is and what dangers there are. The postal service will not accept some substances, such as sulphuric acid, and you must contact another more specialised service to move something like that. If the USPS are unsure what is in a package, or believe it to be dangerous, they are within their rights to open it and confirm what it is. If it is acceptable to be couriered, then they will seal it in an USPS covering and write what they did to it and why (e.g. package opened and tested - liquid heard and no identification on package). If you are unsure about sending a substance you should check with your local postal office and ask how the item you wish to send should be covered and marked.

We ask every customer who is mailing a package the "Hazmat" question - "Is there anything fragile, liquid, perishable or potentially hazardous in this package?" We are required to certify to the airlines that we have inquired this of every customer. People who are mailing something to hurt others will of course lie. This question is for honest people who don't realize that they shouldn't mail something. We don't accept flammable liquids (the gas leaf blower that you are returning might still have some gasoline in it. We don't allow alcohol to be mailed - or for you to use beer boxes or clorox boxes to mail items because we don't know what is in the box. We are not allowed to open your box to see what is inside, but we can refuse to accept it. We want to make sure that your package won't explode on the plane or leak on an employee and hurt them.

I'm sure there are things you can't send, but I know one thing that gets sent but shouldn't, poo. Yes I said poo, stool, poop, whatever you want to call it gets sent in the mail after they perform their part of the test at home and then send it to us in the lab for testing. Granted there is a special envelope for mailing but that doesn't matter when someone doesn't even bother washing their hands before touching this envelope and gets poo all over the outside of it. Then guess what your mail may be touching before it gets to you. Oh, I think they may know you are trying to send liquid if the package starts leaking.

Quite a few yes. They do scan those items that raise their suspicions. If the postmaster feels it's warranted yes. Postmasters are often a law unto themselves. http://pe.usps.com/text/dmm300/601.htm
