When someone says that someone else is "mental", it is pretty much a guarantee that it is not a compliment. Could being called that ever be a compliment?

Well, it could be someone is identifying the more cerebral people from the more emotional people. So if someone reacts in a "mental" fashion, as opposed to a "heart-based" fashion, it might be seen as a compliment. Especially to a Vulcan. :o)

Well! Yes. Where I come from, 'mental' is used constantly. It's slang. Apart from the 'insane' thing, it can mean something really good. Or something really bad. Or somebody really hard. Or something surprising... Generally, if I call somebody mental, it means I like them. I know, it's a bit weird...
