As far as the Afghans are concerned, what's the difference between the Soviet and Coalition occupations? Both built infrastructure and trained civilians and tried to kill insurgents.

Very little difference. Both used/are using cluster bombs and landmines as well. Both targeted 'soft targets'. But, for some reason, we're told to care more about 'the troops' than the people caught in the middle, without any weapons or a nice warm American home to go to.
