Is it protocall for 911 operators to ask the most redundant, stupid, time wasting, already answered questions?

Yes. The 911 operator needs as much information as possible, and the best way to do it is to ask the questions, even if you've already given them that particular information.

Yes. The purpose of this is to get all the info the responders need, as well as to keep you on the phone. They have already dispatched the responders even though they are still asking questions.

You know it. And I think they are required NOT to have a High School diploma, or GED.
