No on is really sure. This phrase came from a comedy show called "Rowan and Martin's laugh-in" that aired from January 1968 to May 1973. "You bet your bippy" was used a lot and the joke was that no one was ever sure what a bibby was. Other phrases came fromthe show as well that were equally meaningless untill defined by society. "Sock-it-to-me" was another one of the favorites.
ME AND MY X-WIFE USE TO WATCH "ROWAN AND MARTIN'S LIFE-IN", SHE WROTE IN AND ASKED WHAT A BIPPY WAS AN THEY SENT HER BACK A PICTURE OF A HARRY BELLY BUTTON.

This dates before Rowan and Martin. I started to college in 1955, and that's when I first encountered "You bet your sweet bippy!"
It doesn't mean a thing. It comes from Rowan and Martin's "Laugh-in", a popular comedy show in the 60s. They always used to say "You bet your sweet bippy it is." It's like "ou bet your life it is".

Nobody ever defined what a "bippy" was, it just sounded vaguely dirty...
Saying "you bet your sweet bippy i can" is a jocular euphemism or humorous but less offensive way of saying "you bet your sweet ass i can."
It is probably a euphemism for 'arse' or 'ass' (i.e. an polite version of "you bet you arse").

someone reported that no-one knew what a "bippy" is. This is incorrect! it was defined once [at least] on Laugh In as: "a cup-less/strap-less/seam-less/fabric-less/stitch-less/elastic-less/etc.-less BRA. - in other words - going without one - which was common enough in thosse days. Why this particular article should be bet - that is a greater mystery!!
