These countries provide the armed forces they are able to, as many of these countries are not large nor rich. The Latin American countries are always allies of the United States. The difference is that Latin American countries provide their troops through the United Nations either for combat or as a Peace keeping Force due to constitutional issues. During the past two wars the United Nations did not support the situation and a UN Resolution was not issued for Iraq and Afghanistan, most of the stronger EU countries had to withdraw their troops as they had tremendous problems with their populations who did not agree with said circumstances. The Latin American countries are still there but as Peace Keepers and send by the United Nations. Regards.
