Most of the time this is caused by persons taking blood-thinners such as aspirin on a regular basis. There is nothing to worry about as long as your doctor knows this is happening. Your doctor may decide to decrease the amount of blood thinners you are taking in order to alleviate the problem. Another cause is that as we age our skin becomes very thin making it easy to have a "blood bruise".

all of the above answers are correct but to stop the blood from rushing to the injured area and causing the marks , raise your arm above your heart ,this stops the blod rushing to the injury,hold it there for about 3-5 minutes .

steroids for chest problems (asthma)ect can cause these bruises to appear at very slight knocks,but it could just be that our skins thin out as we age meaning that as the subcutaneous fat layer is thinner the blood vessels are nearer the surface and are more prone to bleed from small knocks.
