  • I'm not a Mormon, but I know quite a few. My general impression is that the church wouldn't bother trying to apply pressure to someone who isn't a member.
  • The only power the Disciplinary Council has is to affect one's standing within the Church, up to and including excommunication. If one has officially had their name removed from Church records, there is nothing the Disciplinary Council can do to that individual. However, if someone has simply left the Church without taking that last step of having their name removed, the Disciplinary Council may excommunicate them. Resignation means the individual left of their own accord. Excommunicated means that the individual was kicked out. In either case, rebaptism is required should they ever desire to rejoin the Church.
