I am assuming you worded your question that way on purpose, and I hope I am not wrong. Anyway, I believe that America was the preeminent world power and the home of the most prestigious universities because of our Christian heritage. The Bible has been ousted about 40 years ago, and look at how far we've come. (thinks about leaving link to matchbox twenty video but declines)

Education - the latest casualty of modern society. Unfortunately, it isn't held as one of the top priorities anymore and we all suffer. Our children's children will suffer. I'm going to bring my children up in this world?? Now that is depressing...

While it is easier to blame the school system regardless of the country you're in, I believe it all starts at home. If you instill a joy of learning and stimulate your children's intellect and make them appreciate it, then they will or try to appreciate an education notwithstanding their environment.

Because everyone thinks their ideas on education are the right ones. There has been so much "watering down" of educational standards that kids are not instilled with the zeal of learning and are not held accountable if they don't. If I said anything against my teacher, anything, my folks would not take my part. They took the teachers. That is no longer true. Parents come to school ranting against teachers. Also, teachers were held accountable to the School Boards/Superintendents. If they did not measure up, out they went! Everyone was accountable.
