When someone, or something, from a foreign country suddenly becomes well known, especially in countries where the Western alphabet is not utilized, who is the one deciding how the name should be spelled because suddenly everyone is using just one spelling

Good question. In South Korea, for example, new items that enter Korean culture either get stuck with a name created in Korea, or the Western name is used, or the Ministry of Education forces a name/spelling on the item. An example of the first case is mobile telephones which in South Korea were spontaneously called "handipon" (hand phone). An example of the second case is in-line skates. When they first arrived in Korea in the early 90s they were named, by default,"rollerblade" because that was the dominant brand being imported. An example of the last case would be the South Korean Ministry of Commerce, Industry and Energy, after parts of the Ministry of Information and Communication and the Ministry of Science and Technology were added to it, being named "Knowledge Economy ." Not the Ministry of Knowledge Economy, just "Knowledge Economy."
