i think that depends on the person. Some examples of alliteration i found online don't make sense to me, but they fit the gramattical definition. If you're speaking it, then using ph and f works just as well since you get the same sound.

I think what you describe is closer to asonance.

In alliteration, the words only have to begin with the same or similar sounds. They do not have to be spelled identically.
