I would say the printers have standard sizes according to the size of paper that is used. Some paper comes 35" x 23" so to fold it up and cut off the excess to make a clean cut. The book size is determined that way.

It goes back earlier than Shakespeare, maybe almost as far as Gutenburg. The largest pages were folded into smaller sizes, and most standard book-page sizes are simply fractions of those original folio-sized pages.
