You need to re-format the drive and delete all off the current partitons, then after that re-create the partitions your want at the sizes you want. Then you should be able to just smack the disc in and install from boot-up. If you are trying to do this with-out having an operating system, then I dont know for sure because I have never installed Windows 98, if its anything like Windows XP, you should be able to delete the partitions when you chose the partition and then just re-create the ones you want and format the system one.
