Does calling a guy gay for being sensitive prove that the one who made the accusation is insensitive?

Absolutely. There are straight men that are sensitive, and there are gay men that are sensitive, and there are bi men that are sensitive. Sensitivity is not inborn with your orientation, but is learned. Of course, a person making such a statement primarily is displaying their ignorance and prejudice.
