When I visited in 1995, there were just police and plain clothes "minders" for the western tourists. They're not watching any border, just looking after their monument and the vending stalls near the entrances. The "minders" are there to watch YOU. Funny really, to see the same guy from a side street in Beijing, suddenly waaaay out there at the wall, behind you. :)

They have had sentries for centuries. They have had yards of guards waiting to repel a Mongol horde; oh my lord. It's got lots of stuff and things Bells and buzzers that loudly rings. Nowadays the masses guard the Wall. They come from all walks of life just for a chance to see the site of their life.
