If a fish tank use to be a saltwater tank, can you clean it with soap and water and put fresh water and freshwater fish in it without it killing the fish?

NO!!! never use soap or detergents on fish tanks.

NO!!!!!! Never use soap on an aquarium. Even small amounts can kill fish. A bleach solution works great. You just have to rinse it, and you should also set the tank up for a week before introducing any fish.

Just rinse the tank out with freshwater and it should be fine. I would let the tank cycle a little longer though. Put some freshwater in the tank and let it run with the heater and filter for a week or two then add a beneficial bacteria additive such as Cycle - add a couple cheap fish like danios and see what happens.
