Where would you go in your city to find documentation of who has the right of way at a 4-way intersection that is not labeled with traffic control signs, i.e. stop sins or yeild signs?

    As suggested, you should consult your Drivers Manual.

    In Canada, this is what you might find:

    "If two vehicles come to an uncontrolled intersection from different roads at the same time, the driver on the left must let the driver on the right go first. This is called yielding the right-of-way."

    On a traffic circle, this results in a somewhat hilarious situation where vehicles wanting to join the circle have right of way over vehicles already on it.
