The horse isn't pulling on the cart, it is pushing against the ground, exerting a force that has a vertical vector and a horizontal vector. The horizontal vector of the horse's force is what moves the horse and the cart, as they are both a single part of the system while they are connected.

the resistance isn't even close to the same. The cart has wheels, and probably a greased axel.
