  • i live in va, here, it's whoever signs the birth certificate. when they sign the BC, they are acknowledging that they are that child's father & claim responsibility for them. if you want to put the real child's father on there, you can get it changed.
  • In Illinois, the man listed on the birth certificate is assumed to be the legal father, with all the rights and financial responsibilities provided by law. The only way for the man listed as father on the birth certificate can be released financial liability is through PROOF in a civil court that he is NOT the father. With today's DNA, the proof is much easier to acquire than it used to be. He would surrender his rights as a parent.
