If the score is tied with two outs in the last inning and the starting pitcher allows a runner on third when he is taken out. Who is charged with the loss if the relieving pitcher walks three batters in a row which allows the other team to win?

    The starting pitcher gets the lose (although that may not seem fair). The rules state that the pitcher who put the runner on base is responsible for that runner if he scores. Since the starting pitcher put the winning run on base, the starting pitcher gets the lose regardless of how his runner ultimately scores.

    Rule 10.16(g) When pitchers are changed during an inning, the official scorer shall not charge the relief pitcher with any run (earned or unearned) scored by a runner who was on base at the time such relief pitcher entered the game...
    Rule 10.17(d) A losing pitcher is a pitcher who is responsible for the run that gives the winning team a lead that the winning team does not relinquish.
