It means to hang (as in 'by the neck until dead'. Reference A.E. Housman's poem "On Moonlight Heath and Lonesome Bank."

Apparently it used to mean hanging in chains, at least in Shropshire, England, although I have no idea why. Maybe they were the only two valid reasons why a village man wouldn't be home at night. http://www.bartleby.com/123/9.html See bottom of page - comment about line 6
