Wino's buy anything that is cheap. Muscatel must have been the cheapest thing available at the time.

Muscatel is a fortified wine--20%, 40 proof--and is usually one of the cheapest doses of alcohol you can buy. Also it's strong enough to taste like you're actually drinking alcohol, and unlike beer it won't make you wake up & go to the bathroom six times before morning because a similar dose of beer has four times as much water. Though they might prefer something stronger, fortified wines also have the virtue of not needing a chaser--they're less likely to give heartburn than liquor.
