There is no set law that specifies an age where children are allowed to make that kind of decision. They are allowed to give their opinions on where they would like to live, but it is still left up to the judge to rule. It depends on the situation, meaning it has to be determined by all aspects involved, not just where the child wants to reside. Because the child could want to reside with the mother based on the slack parenting there vs the more strict parent at the father's house. Or the child could want to live with the father simply because they don't want to live under the new step-father's rules at the mother's house.
