Not always. Baby learn fast to lie. Not in a bad way. Imagine you're a mute, strapped to a chair, with absolutely no knowledge about sign language, so every attempt you make to communicate sound like a stilted attempting to do some miming, no pens around and closed into a room. Your hands are free, your legs tied to some chair, so you can't go away on your own volition. Sometimes people pass near you. You try to call help, but they just look at you thinking you're fine. Maybe you are fine. You just want to talk (or rather stay there listening someone willing to talk with you), or tired to stay alone in the room. Still, you can't talk. However, you discover that if you, with a free hand, catch something heavy and you drop it on the floor, someone will came to clean it up, and ask you if you're better. If you're luck enough, they will stay with you for a while, telling you something about their day and give you a hug. Babies are the same. They first cry because they're in discomfort. Then they learn that crying they can get the attention of their parents, and learn to cry, even if they are actually happy, to call for company
