sometimesthe bank can stamp the back to guarantee your endorsement. But the paying bank can return the check for missing endorsement. I'm sure there is some legal reason as to why. maybe in the uniform commercial code,

I get a paycheck every two weeks. If I didn't sign the back and put down my account number, they might not cash it. I think it's just bank policy. CYA.

I work in the pension dept of an insurance company and as far as my dept is concerned, it has to do w/ proof of who you are. If someone stole your identity they could make an account with your name on it, and pretend to be you. If they steal one of your checks, they can endorse it. You could then, however, have a copy of the check sent out to you to validate the endorsement and have the handwriting analyzed.
