  • Hershey's link provides good answer. In our town the Police, Fire Dept. and ambulances are all equipped with a transmitter to change some of the traffic lights at key intersections to all red before they get there. This ensures that all traffic is at full stop at these intersections so they can maneuver around and through safely. It's a pretty well known system in the town and you can tell they are about to do it because there are flashing red strobes over the intersection that let's the Police etc. know it is working. I have no idea if the transmitters are radio, laser, or what. This is reliable because no one can mess with it. Even if they could, what good would it do you to turn all the lights red eh?
