No. And it has nothing to do with political correctness. Mental illness is an illness which affections someones though processes and behaviors. It has nothing to do with intelligence. Someone who is mentally ill can have a very high, normal, or low IQ. Mental retardation is a person with an IQ of 70 or lower.

Mental retardation is a type of mental illness, but not all mental illnesses involve the slowing of brain functions. Multiple Personality Disorder, obsessive compulsiveness, tourettes are all illnesses that do not hinder brain development, so technically cannot be called retardation. I hope this answers your question and makes sense. I rewrote it four times to get what i think to be the proper logic flow for the statements.

Mental retardation means you have the IQ of a small child. Mental illness are chemical imbalances in the brain like psychosis and depression. Since they are mental illnesses, they can be cured. Mental retardation cannot be.
