Well, a meteorologist studies the weather. Nebula is the Latin for cloud or fog. Perhaps a Nebulanologist.

There is no specific name for those scientists that specialize in fog and the phenomena surrounding it. Most of them are meteorologists. There is a website run by Robert S. Schemenauer here: http://www.fogquest.org/conferences/ICFFC_1/fog_res.html He describes different areas of research. It might be a good starting point for further research into that subject.
