  • I think that most of the time these people expect themselves to follow through. They may have some social and lifestyle habits/disorders which prevent them from say, calling a friend, but at the moment promise is made, it's because they feel either ecstatic or threatened. Usually, it's in the following periods that they look at the situation and decide avoidance is better than trying to continue being that outgoing person. For people with mood disorders, feelings of regret after a pleasant interaction are normal. Drugs/alcohol need not be involved. In the case of those that don't even _intend_ to keep a promise as they make it, that's just sociopathy, and they may not have the right wiring to care.
