Is it true that the Economic Stimulus Plan is basically borrowing against the next years tax refund? IE if you get 600 this year, and you would have gotten 1000 in refunds next year, now you will only get 400 next year?

Yes it is. Let's think about this for a second, Why would a goverment (especially one headed by George Bush) that is in major debt give away "free money"? The sad part is that the individuals that are getting the money are the ones more likely to "blow" it on stupid stuff. Boy are they in for a surprise next year when they get a smaller tax return-How convenient for Bush, he will be hill-billing on his Texas ranch while the new president is looking bad when people get their little refunds in 2009
