I'd ask them *one* time why they didn't ring. If the response seemed dodgy, vague or insincere, I'd move on from any further contact. eta: of course, it depends on how much it matters to you. You can simply take the situation at face value and keep chatting..

I would simply ask them why they chose not to. There could be a very good explanation after all. If I were to give somebody my phone number, I wouldn't hold them to calling. That's an awfully big step (online chat to talking). Perhaps they just feel it would be awkward. Who knows? It would depend on why they didn't call--that would determine if I would/would not continue to chat online.
