I have 2 independant headrest dvd players each with ir audio same freq 2.3/2.8. I want each kid to be able to listen to their own movie will 2 sets of headphones blead over on one another or will they be able to listen to there own movie? If so what 2 do?

Most IR headphones have 2 channels A & B. This is probably where you are getting the 2.3/2.8 since those numbers do not corrospond with actual frequencies. Without knowing the brand and model# of your headrest screens I don't know if they are actually 2 channel or not but if those numbers are representitive of the IR channels then I would say that they do have 2 seperate channels which should be selectable somewhere in the setup menu of each screen. By selecting different channels for each screen and purchasing a set of 2 channel headphones you should be able to accomplish what you want.
