It's hard to say what's 'best' without knowing what you want to get for free. I've found http://www.110mb.com pretty good. They used to offer 110 MB free, but now it's measured in GB. No ads, and no restrictions except for the usual legal decent honest truthful kinda thing. They offer a sub domain completely free (like http://yourchoice.110mb.com) or you can use a domain name./ In addition to basic hosting, they also offer addons (like database and scripting support) for a small one-off fee. That one payment gives you the feature for as long as you keep the account.

I'd recommend (From personal experience) Quotaless (http://quotaless.com) -- No limits! X10 Hosting (http://x10hosting.com) -- Really, really professional... Cpanel 10! If I had to pick one I'd probably choose X10.
