What temperature would Earth have to reach (Faranheit) to boil the Pacific and Atlantic Oceans simultaneously?(how much closer would the Earth need to be to the Sun to reach this?)Could the steam released then block the Sun's heat and reverse the effect?

That can't happen. The oceans would evaporate away long before they reached he boiling point. And hurricanes would block the sun's energy long before the oceans could evaporate away. The system is pretty much foolproof; even humans can't screw THAT up.
