The second option. If I see a person which contributions I find enjoyable on a constant basis or we seem to click on comment threads, for example, I send an invite, hoping it would make it easier for me to find that person's Q.& A's in the near future.

Definitely to keep up on the Q and A of those I find interesting or create a bond with. If they choose to keep up with mine, that is a fantastic side effect. :)
